NAS study and report “Patent challenges for standard-setting in the global economy”


Late 2011, the US National Academies of Science established a committee to investigate the impact of patents in standards. I was appointed by the NAS as one of the committee members.  In October 2013, the final report of this committee was delivered:

During its work, the committee has commissioned several studies. These were presented at the Symposium on Management of Intellectual Property in Standard-Setting Processes, October 3-4, 2012, in Washington, DC

One of these studies is one on of IPR policies and practices of a representative group of Standards Setting Organizations worldwide. Below are links to the main deliverables for this report.


Commissioned report on SSOs

In May 2013, an updated version and somewhat shortened version of the report was publish, which reflects some feedback we received:
